Notice on the Nomination Work of the 2025 Tianjin Science and Technology Awards
All enterprises in the development Area:
In accordance with the requirements of the "Notice of the Municipal Science and Technology Bureau on the Nomination Work of the 2025 Annual Science and Technology Awards of Tianjin", in order to complete the nomination work of the science and technology awards in our district with high standards and quality, the following specific arrangements are hereby made:
1. Pre-collection of nomination units for science and technology awards
For the 2025 Annual Science and Technology Awards of Tianjin, a nomination system is implemented, and nominations are made within a certain limit based on the principle of selecting the best. Please, all units that are interested in nominating for science and technology awards carefully fill out the pre-nomination form (Attachment 2) and submit the electronic version and the scanned copy with the official seal to the district development Area email address (wqkfqkjfwb@tj.gov.cn) before 12:00 on August 15th. The email name should be uniformly named as "Application Unit Name + Award Type + Grade". After receiving the materials, the development Area will submit them to the district science and technology bureau. The district science and technology bureau will organize a preliminary review and select the best to nominate to the municipal science and technology bureau. Those who fail to submit the pre-nomination form by the deadline will not be accepted for this year's award application.
2. Nomination public announcement procedure
The specific requirements for the public announcement of the 2025 Annual Science and Technology Awards of Tianjin should be referred to the "2025 Annual Science and Technology Awards Nomination Work Manual" (Attachment 1). The nominated projects must be publicly announced at the main completion unit and the main completion person's affiliated unit. The announcement period should be no less than 7 natural days and should be completed by August 29th. No objections should be raised before the nomination can be made. The contents of the public announcement at the main completion unit and the main completion person's affiliated unit should mainly include: project name, main completion unit, main completion person, nominator, main technical supporting materials, etc.
Please, the first completion unit of the project log in to Credit China, the National Enterprise Credit Information Publicity System, and the Tianjin Market Entity Credit Information Publicity System, etc., to conduct a credit check on the main completion unit and the main completion person and download the results. Submit the public announcement documents, public announcement photos, the "Researcher's Commitment Letter on Scientific Research Integrity of the 2025 Annual Science and Technology Awards" (Attachment 3), the "Explanation of the Public Announcement and Research Integrity Review of the 2025 Annual Science and Technology Awards of Tianjin" (Attachment 4), the signed and scanned copies of the main completion unit and the main completion person's credit query results, and send them to the district development Area email address (wqkfqkjfwb@tj.gov.cn).
3. Submission method and requirements for nomination forms
The Science and Technology Reward Management Information System (https://kjjl.kxjs.tj.gov.cn) will be open at 9:00 on August 15th. The main completion units and main completion persons of the candidate projects should, in accordance with the requirements of the "2025 Annual Science and Technology Awards Nomination Work Manual" (Attachment 1), carefully prepare the application materials. After the district science and technology bureau allocates the account based on the pre-collection situation, they should log in to the system to fill in and submit the nomination form online. They should complete the nomination form filling and submission by 17:00 on September 5th. At the same time, they should scan and send the recommendation letter with the seal of Wuqing development Area (Attachment 5) to the district science and technology bureau email address (wqqkjjcgk@tj.gov.cn). From September 8th, the district science and technology bureau will organize experts to conduct the first-level review at the district level. Those who fail to submit the nomination form by the deadline will be regarded as giving up this year's award application.
4. Requirements for submission of paper nomination materials
The district town and street will uniformly submit 2 copies of the paper nomination forms (1 original and 1 copy) for the projects that have passed the municipal review (1 original and 1 copy) and the recommendation letter with the seal of the district town and street (Attachment 5). For the projects that have not passed the review, no paper nomination forms need to be submitted. The submission time of the paper materials will be notified separately.
5. Relevant requirements
1. The Science and Technology Awards of Tianjin do not accept projects involving secrets or other matters that are not suitable for public disclosure.
2. For projects nominated for the Natural Science Award, the representative papers or monographs listed should have been published or published in official journals for more than one year (before June 30, 2024). Projects for the nomination of the Technology Invention Award and the Science and Technology Progress Award should have implemented and applied the overall technology for more than one year (by June 30, 2024).
3. The first principal investigators of the first-class (including the special award) winning projects of the Tianjin Natural Science Award, Technology Invention Award and Science and Technology Progress Award in 2024 cannot be the first principal investigators of the nomination projects for the Science and Technology Progress Award of Tianjin this year.
4. If the same project is nominated for more than two consecutive years without winning, the nomination of this project will be suspended for one year.
5. The main completing units and main completing personnel of the nomination projects should have made scientific research contributions to the project and provide supporting materials to prove the corresponding cooperative relationship.
6. The achievements nominated for the 2025 Tianjin Science and Technology Award should complete the scientific and technological achievement registration as required. Log in to the website of the Municipal Science and Technology Bureau (kxjs.tj.gov.cn), Project Achievement Registration - Handle Achievement Registration, to query the processing procedures, processing locations and consultation phone numbers.
7. Technology Contract Recognition Registration. Log in to the website of the Municipal Science and Technology Bureau (kxjs.tj.gov.cn), Services - Tianjin Online Service Hall - Technology Contract Recognition Registration - Operating Procedures, to query the processing procedures, processing locations and consultation phone numbers.
8. Multimedia Introduction Materials.
For the nomination of the first-class, second-class and third-class awards of the Natural Science Award and Technology Invention Award, as well as the first-class award of the Science and Technology Progress Award, the projects that passed the first round of review need to submit multimedia introduction materials. The submission time of the materials will be notified separately.
The content of the multimedia introduction materials should be objective, true and accurate, consistent with the content of the nomination form, and not exceed the scope of the nomination form. It is not allowed to exaggerate the level and application situation of the achievements. The multimedia introduction materials include PPT video version and PPT version. Background music should not be added to the PPT video version.
Format requirements for the PPT video version: Make wmv or mpg format, file size not exceeding 300MB, playback duration not exceeding 5 minutes. Generally, it is recorded by the first three principal investigators, and the inserted video containing professional dubbing should not exceed 10% of the total duration.
Format requirements for the PPT version: .pptx or .ppt format. No dubbing is required, and no automatic playback is needed.
The playback environment for the multimedia introduction materials is: operating system Windows 10, PPT video version playback software PotPlayer, PPT version playback software Microsoft PowerPoint 365, projection aspect ratio 16:9. It is recommended that the produced multimedia introduction materials be compatible with this playback environment.
Please make sure to test in advance to ensure that the video files can play continuously.
9. Other relevant requirements in the "Notice of the Municipal Science and Technology Bureau on the Nomination Work of the 2025 Tianjin Science and Technology Award" and the "2025 Tianjin Science and Technology Award Nomination Work Manual".
