Overview of China Tianjin Wuqing Development Area

Established on December 28, 1991, Tianjin Wuqing Development Area is a national-level economic and technological Development Area, a national-level high-tech industrial park, and the core area of the Tianjin National Independent Innovation Demonstration Area, spanning a built-up area of 36.88 square kilometers.
Wuqing is Tianjin’s region closest to Beijing, located at the junction of the Beijing-Tianjin metropolitan corridor and a pivotal node along the Beijing-Tianjin development axis, as well as a key component of central functional areas. It is:
· 71 km from downtown Beijing
· 30 km from downtown Tianjin
· 90 km from Beijing Capital International Airport
· 45 km from Beijing Daxing International Airport
· 35 km from Tianjin Binhai International Airport
· 71 km from Tianjin Port
Within a 15-minute drive, the Area offers:
· 4 expressways (Beijing-Tianjin-Tanggu, Beijing-Tianjin, Beijing-Shanghai, and Binbao Expressways) with 6 entry/exit points

The Area features a 700-acre wetland-style Central Lake Park, boasts a 42% green space coverage rate, and maintains air and water quality superior to national standards. Adhering to strict environmental safeguards, it has rejected enterprises failing to meet eco-friendly standards. In 2019, it was designated Tianjin’s sole municipal-level eco-industrial park and earned national-level green industrial park status in 2023.

· Institutional Support: Customs, taxation, talent exchange centers, human resources service centers, and financial institutions, delivering high-level policy, management, engineering, technical, financial, and legal consulting and training services.

· Industrial Support Policies: Incentives for intelligent technology development, "specialized, refined, distinctive, and new" product awards for SMEs, and policies promoting high-quality industrial development.
· Talent Policies: Measures to build a comprehensive talent development ecosystem (trial).
· Technology Policies: Evaluation methods for "Eagle" and "Gazelle" enterprises, subsidy schemes for technology leaders and cultivating enterprises, implementation guidelines for strategic industrial technology innovation alliances, and measures to further implement innovation-driven development strategies.
It actively explores equity investment models such as "industrial funds + sub-funds/direct investment" to bolster enterprise growth.
Over 30 years, the Area has attracted investments totaling RMB 169.906 billion (including USD 6.413 billion in foreign investment), generating RMB 137.68 billion in tax revenue and RMB 42.2 billion in general budget revenue. It has hosted over 4,000 enterprises from 50+ countries and regions, including:

The Area has cultivated three pillar industries—intelligent technology, biomedicine, and modern services—ranking among the "Top 100 National Biomedical Industrial Parks" and "Advanced Manufacturing Parks" for four consecutive years.
As a window for Wuqing District’s opening-up and a leader in innovation, transformation, and development, the Area achieved:

The Area aims to become "one of the most competitive parks along the Beijing-Tianjin development axis", striving to build a "hub for open, collaborative innovation and a low-carbon, smart, and livable city."

· Next-Generation Information Technology: Accelerate technological upgrades in traditional equipment manufacturing and cultivate a new intelligent technology ecosystem.
· Biomedicine: Focus on precision medicine, medical devices, and biopharmaceutical R&D to establish a domestic first-class biomedical cluster.
· Modern Services: Elevate sectors like internet-based audio-visual, financial services, and headquarters economy.
· Total Area: 36.88 km² (including ~25 km² industrial land and ~2 km² warehousing/logistics land)
· Self-Owned Industrial Facilities: 870,000 m² (self-built and leased), encompassing high-end manufacturing clusters and the Sino-European Industrial Park.
· Self-Built Buildings: 910,000 m², including the Entrepreneurship Headquarters Base.
