With the approval of the Municipal People's Government, the "Several Policy Measures to Support the High-Quality Development of Science and Technology Enterprises" is hereby issued to you for implementation.

Several Policy Measures to Support the High-Quality Development of Science and Technology Enterprises
To further strengthen the principal position of enterprises in technological innovation, promote the deep integration of technological and industrial innovation, accelerate the cultivation and development of new quality productive forces, and effectively support the construction of a technology-strong city, the following policy measures are formulated.
I. Strengthening the Gradient Cultivation of Science and Technology Enterprises
(1) Establishing a Gradient Cultivation System for Science and Technology Enterprises
Conduct evaluations of national science and technology-based small and medium-sized enterprises, certification of national high-tech enterprises, and cultivate technology leaders. Accelerate the discovery and cultivation of a group of technology-based unicorn enterprises and municipal cheetah enterprises with strong technological attributes, innovative development models, rapid growth rates, and promising market prospects. Continuously promote the implementation of inclusive policies such as the additional deduction of R&D expenses and the reduction of corporate income tax for high-tech enterprises.
(2) Supporting Enterprises in Strengthening R&D Capabilities
Support national science and technology-based small and medium-sized enterprises and national high-tech enterprises to increase R&D investment and enhance R&D capabilities by purchasing scientific research instruments and equipment and establishing in-house R&D institutions. Provide project support with a maximum of RMB 1 million and RMB 5 million in municipal fiscal funds, respectively, based on actual investment.
(3) Promoting the Excellence and Strengthening of Technology Leaders
Support enterprises to leverage their advantages in integrated innovation and organizational platforms to conduct R&D on industrial common and key technologies, and the transformation and industrialization of scientific and technological achievements, with a maximum of RMB 10 million in municipal fiscal funds for project support.
II. Encouraging Science and Technology Enterprises to Undertake Major Scientific and Technological Tasks
(4) Biomedical Field
Technological Innovation Stage. For innovative drugs and medical devices, support the R&D of key technologies such as novel drug discovery, drug delivery, brain-computer interfaces, and gene sequencing, with a maximum of RMB 2 million in municipal fiscal funds for project support. For biomanufacturing, support the R&D of key technologies such as core strain creation, enzyme engineering, and gene editing, with a maximum of RMB 10 million in municipal fiscal funds for project support.
Result Transformation Stage. For innovative drugs and medical devices, support drug clinical trials, generic drug consistency evaluations, and secondary development of traditional Chinese medicine products, with a maximum of RMB 15 million in municipal fiscal funds for project support. Support the innovative R&D and clinical applications of medical devices, with a maximum of RMB 5 million in municipal fiscal funds for project support. Support medical institutions in enhancing their clinical trial capabilities, with a maximum of RMB 2 million in municipal fiscal funds for project support. Support post-marketing evaluation studies of drug and medical device products, with a maximum of RMB 2 million in municipal fiscal funds for project support. For biomanufacturing, support industrialization R&D in areas such as pharmaceuticals, food, and natural products, with a maximum of RMB 50 million in municipal fiscal funds for project support.
(5) Intelligent Technology Field
Technological Innovation Stage. Around the construction of the AI foundation layer, focus on supporting the development and iterative upgrading of basic software and hardware such as chips, operating systems, databases, and high-performance servers, with a maximum of RMB 15 million in municipal fiscal funds for project support. Around the R&D of intelligent equipment in the AI technology layer, focus on supporting the R&D of key equipment for chip manufacturing, robots, drones, and other intelligent hardware equipment, with a maximum of RMB 15 million in municipal fiscal funds for project support. Around the R&D of software algorithms in the AI technology layer, focus on supporting the R&D of generative intelligence, deep learning, embodied intelligence, and swarm intelligence software algorithms, as well as the construction of super-computing internet, with a maximum of RMB 10 million in municipal fiscal funds for project support.
Result Transformation Stage. Around the demonstration of the AI application layer, support the application demonstration of AI technologies in fields such as scientific research, manufacturing, healthcare, wellness, education, cities, transportation, and cultural tourism, with a maximum of RMB 10 million in municipal fiscal funds for project support.
(6) Green and Low-Carbon Field
Technological Innovation Stage. Around resource recycling directions such as retired power batteries and waste plastics, conduct R&D on major technologies, equipment, and processes, with a maximum of RMB 5 million in municipal fiscal funds for project support. Around carbon peak and carbon neutrality directions such as green hydrogen, advanced energy storage, and efficient utilization of carbon capture, modern ocean directions such as marine exploration, comprehensive utilization of seawater, marine energy development and utilization, and port and ocean engineering equipment, smart agriculture directions such as agricultural sensors and dedicated chips, intelligent seed breeding and production, and agricultural robots, and urbanization and rural-urban development directions such as urban renewal and quality improvement, intelligent construction, and smart operation and maintenance, conduct core technology R&D, with a maximum of RMB 2 million in municipal fiscal funds for project support.
Result Transformation Stage. Support the integrated demonstration of advanced recycling technologies, with a maximum of RMB 10 million in municipal fiscal funds for project support. Support integrated demonstrations such as zero-carbon ports, zero-carbon parks, zero-carbon villages, and zero-carbon factories, comprehensive environmental governance demonstrations in typical regions, smart agriculture integrated demonstrations, modern ocean integrated demonstrations, and new urban low-carbon support system demonstrations, with a maximum of RMB 3 million in municipal fiscal funds for project support.
(7) Future Industry Field
Around future information fields such as next-generation communications, quantum technology, the metaverse, and optoelectronic chips, future manufacturing fields such as atomic-level manufacturing, humanoid robots, and intelligent manufacturing, future material fields such as new semiconductor materials, nanomaterials, and biomaterials, future energy fields such as hydrogen energy, nuclear energy, and energy storage technologies, future space fields such as deep-sea equipment, satellite internet, and aerospace technology, and future health fields such as gene therapy, brain-computer interaction, and biological breeding, support frontier future technology R&D, with a maximum of RMB 2 million in municipal fiscal funds for project support.
(8) Supporting Enterprises in Participating in the Construction of Major Innovation Platform Bases
Encourage enterprises to participate in the construction of national key laboratories and Haihe Laboratories through R&D cooperation, platform co-construction, and achievement sharing. Support enterprises in building concept verification platforms and pilot-scale platforms to conduct early-stage technology and commercial verification of achievements and provide technological innovation and achievement transformation services.
III. Optimizing the Environment for Scientific and Technological Achievement Transformation
(9) Improving the Construction of Innovation Incubation Carriers
Improve the recognition and evaluation mechanisms for industrial technology research institutes and support their achievement transformation and enterprise incubation. Promote the capacity building of municipal science and technology enterprise incubators and incubators under the Ministry of Industry and Information Technology, strengthen the evaluation and guidance for incubators to improve service quality and efficiency, and support them in providing comprehensive and professional incubation services to incubated enterprises.
(10) Strengthening Scientific and Technological Financial Support
For the first loans of science and technology enterprises and R&D loans for enterprises undertaking municipal or higher-level scientific and technological plan projects, provide loan interest subsidies of 1% and 1.5% per annum, respectively. The subsidy period shall not exceed one year from the date of loan disbursement, with a maximum subsidy of RMB 100,000 and RMB 150,000, respectively. Enterprises shall not enjoy both subsidies simultaneously. Support various venture capital funds to invest in unlisted science and technology enterprises in the city. For venture capital management institutions that have invested for two years, provide a reward of 1% of the social capital portion of their actual investment amount, with a maximum annual reward of RMB 5 million for each venture capital management institution.
(11) Issuing Enterprise Scientific and Technological Innovation Vouchers
Support science and technology enterprises to purchase scientific and technological services such as inspection and testing from universities, research institutes, and scientific and technological service institutions in the form of innovation vouchers, with a municipal fiscal subsidy of up to 50% of the business contract amount. The cumulative subsidy amount for a single enterprise within the same cycle (generally one calendar year) shall not exceed RMB 150,000.
(12) Promoting the Open Sharing of Scientific Research Instruments and Facilities to Enterprises
Encourage large-scale scientific research instruments and facilities in the city to be open to science and technology enterprises and innovation and entrepreneurship teams, with a maximum of RMB 300,000 in municipal fiscal funds for supporting management units based on evaluation results.
(13) Deepening the Enterprise Science and Technology Special Envoy System
Encourage researchers from universities and research institutes in the city to go deep into enterprises to jointly conduct technological R&D, formulate development strategies, and build collaborative innovation platforms. Provide municipal fiscal support of RMB 50,000 for eligible projects.
(14) Building an Enterprise Assistance Service Platform
Regularly organize a series of activities such as innovation and entrepreneurship competitions, project roadshows, high-tech exhibitions, achievement transaction matching meetings, bank-enterprise matching meetings, forums and salons, policy propaganda, and specialized training to further promote the deep integration of technology, funds, policies, management, and enterprises, and help enterprises enhance their innovation, financing, and market expansion capabilities.
IV. Promoting Collaborative Innovation Among Science and Technology Enterprises
(15) Supporting Enterprises to Deeply Participate in Beijing-Tianjin-Hebei Collaborative Innovation
Promote collaborative R&D on key and core technologies between innovation entities in the city and relevant units in Beijing and Hebei, with a maximum of RMB 1 million in municipal fiscal funds for project support. Support science and technology enterprises from Beijing and Hebei to land in the city and implement the transformation of scientific and technological achievements, with a maximum of RMB 1 million in municipal fiscal funds for project support. Support science and technology enterprises in the city to undertake the transformation of scientific and technological achievements from units such as the Chinese Academy of Sciences, with a maximum of RMB 1 million in municipal fiscal funds for project support.
(16) Promoting the Construction of the Beijing-Tianjin-Hebei National Technology Innovation Center Tianjin Center
Give full play to the role of the Beijing-Tianjin-Hebei National Technology Innovation Center Tianjin Center in cultivating disruptive technological innovations, with a maximum of RMB 5 million in municipal fiscal funds for each project.
(17) Establishing High-Level Innovation Consortia
Support enterprises to take the lead, integrate advantageous research units through market mechanisms, and form innovation consortia to conduct R&D on "choke point" technologies and frontier-leading technologies, with a maximum of RMB 10 million in municipal fiscal funds for project support.
These policy measures shall come into effect from the date of issuance and shall be valid for five years. Each year, based on the policy performance of the current year and the focus of work for the next year, the support directions and intensity of these policy measures shall be dynamically adjusted, with specific details subject to the respective special project application guidelines. The Tianjin Higher Education and Technology Innovation Park shall be implemented in accordance with the "Notice of the Tianjin Municipal People's Government on Issuing Several Policy Measures to Further Support the High-Quality Development of the Tianjin Higher Education and Technology Innovation Park" (J.Z.G. [2024] No. 3).
