Wuqing Development Area Drives High-Quality Construction of a City-Level Industry-Education Consortium, Injecting New Impetus into the "Railway-Connected Beijing-Tianjin-Hebei Region"
As a city-level industry-education consortium in Tianjin, the Wuqing Economic and Technological Development Area Intelligent Rail Transit Industry-Education Consortium (hereinafter referred to as the "Wuqing Development Area Intelligent Rail Transit Consortium") leverages its "one institute, one alliance, and multiple platforms" to comprehensively promote the high-quality development of the intelligent rail transit industry from the perspectives of talent cultivation and recruitment, technological innovation, and enterprise services, thereby contributing to the construction of the "Railway-Connected Beijing-Tianjin-Hebei Region.
Playing a "Combination Punch" to Aggregate High-Quality Industry-Education Resources
The Wuqing Development Area Intelligent Rail Transit Consortium was established in July 2024. Based on the Tianjin Intelligent Rail Transit Talent Innovation and Entrepreneurship Alliance, it brings together over 40 member units, including leading rail transit enterprises such as China Academy of Railway Sciences Corporation Limited (CARS), Beijing Traffic Control Technology Co., Ltd. (BJTCT), Harwick, and Krelns, as well as universities, colleges, and research institutions like Tianjin Railway Technical and Vocational College and the Tianjin Intelligent Rail Transit Research Institute.
Adopting an operational management model of "Council + Secretariat" and establishing multiple working groups, the consortium regularly convenes working consultation meetings to research and implement tasks related to industry-education integration. It plays a "combination punch" of "policy support + investment incubation + full-cycle services" to deepen school-enterprise cooperation and boost industry-education integration.
Achieving Breakthroughs Along the "Chain" to Build a Comprehensive Industrial Chain System
A Grouped Development Pattern Formed by "One Institute, One Alliance, and Multiple Platforms." The "one institute" refers to the Tianjin Intelligent Rail Transit Research Institute, while the "one alliance" is the Tianjin Intelligent Rail Transit Talent Innovation and Entrepreneurship Alliance. These platforms support key enterprises in establishing shared platforms for certification, testing, and other services, aggregating upstream and downstream projects and talents to form a grouped development pattern characterized by "leading enterprises driving progress with multiple players advancing in tandem." The zone now boasts platforms for rail transit certification, R&D and manufacturing, signal control, safety monitoring, and comprehensive testing, providing strategic guidance and support for technological R&D and project breakthroughs among enterprises. Collaborations have been established with over 10 universities, including Beijing Jiaotong University, Southwest Jiaotong University, and Tianjin Chengjian University, gathering over 1,100 researchers and introducing a 38-member senior engineer team led by Ma Hongwei, a recipient of the "Zhan Tianyou Railway Science and Technology Contribution Award." The operational system of "one institute, one alliance, and multiple platforms" has effectively expanded the industry's radiation scope and driving capacity, accelerating the aggregation of upstream and downstream enterprises in the sector.
A Municipal-Level Industrial Theme Park Provides "One-Stop" Services. The Wuqing Intelligent Rail Transit Industrial Theme Park, operated by Wuqing Development Area, is a municipal-level industrial theme park in Tianjin. Covering a planned area of approximately 2,070 acres, the park has attracted a 600-acre industrialization base invested by the China Academy of Railway Sciences and a pilot and industrialization base invested by Beijing Traffic Control Technology Co., Ltd., serving as a national production and manufacturing base. Currently, the park has gathered over 160 intelligent rail transit enterprises, including CARS and Beijing Traffic Control Equipment Co., Ltd., and introduced a batch of rail transit industrial projects covering R&D, manufacturing, testing, and certification. It boasts strong competitiveness in areas such as new materials for rail transit, communication and signaling products, vehicle intelligent control systems, and equipment safety inspection systems, forming a solid industrial foundation. Additionally, leveraging the advantages of national-level innovation and entrepreneurship platforms like Tianjin Guangcai Shenghuo, the park has successfully incubated a number of competitive, fast-growing enterprises with key core technologies. Currently, Wuqing Development Area has formed a service layout of "one chamber of commerce and four centers," constructing a comprehensive service network covering industrial consulting, talent support, and technological services to provide enterprises with "one-stop" services.
"Two Lists" Promote In-Depth Cooperation Among Member Units. Adhering to a problem-oriented approach, the consortium scientifically coordinates industry-education resources at all levels and of various types in response to the development needs of Wuqing's economy and the upgrading of the rail transit industry. It compiles "two lists" to improve the development planning and resource layout of industry-education integration. By optimizing the alignment and integration of resources from universities and enterprises and gathering elements such as "government, industry, academia, research, finance, application, and services," the consortium jointly deploys a series of collaborative research tasks to advance the construction of the consortium. Through in-depth cooperation among member units, a comprehensive practical training center integrating intelligent monitoring and testing equipment R&D and production centers, surveying and mapping centers, construction centers, manufacturing centers, vehicle monitoring centers, and integrated service centers has been established, boasting seven functions: practical teaching, social training, technological services, real production, skills competitions, popular science education, and international exchanges. Ten management systems have been formulated, including implementation management methods for practical training center construction projects, management methods for training equipment, and management methods for the transformation of scientific research achievements. Universities and enterprises have jointly developed 5 curriculum standards for rail transit employee training, established 185 training resources, and conducted over 110,000 job trainings.
Looking ahead, the Wuqing Development Area Intelligent Rail Transit Consortium will focus on promoting the high-quality development of the intelligent rail transit industry, with an emphasis on R&D and the transformation of key core technologies, as well as the demonstration of intelligent rail transit applications. It aims to form a new development pattern led by leading enterprises, characterized by the aggregation of innovative resources, a complete industrial chain, and the integrated development of various business formats, thereby assisting in the creation of a nationally influential highland for the clustered development of the intelligent rail transit industry.
