(1) Deeply promoting the coordinated development of Beijing-Tianjin-Hebei. Exploring market-oriented operation mechanisms and profit models， strictly regulating the procedures for external investment， continuously optimizing the input-output structure， and ensuring efficient capital operation. Strengthening asset management to ensure the preservation and appreciation of state-owned assets.
(1) Preventing debt risks. We will strengthen budget management, comprehensively reduce non-urgent, non-essential, and unnecessary project expenditures, and continuously optimize the input-output ratio.
(II) Standardize investment management. Centering on "raising funds, investing, managing, and withdrawing", we will establish an equity investment system framework. By leveraging the professional strength of the project review committee, we will strengthen the full-process control of equity investment and prevent investment risks. We will build an industrial investment and financing service platform, through the "parent fund + child fund" model, to guide the establishment of "1 + 4" industrial guidance funds, investing in a batch of enterprises that are about to go public and those with innovative technologies. We will explore the establishment of a development zone investment company, build a professional investment service platform, be responsible for external investment, equity participation operations, and provide business planning and consulting services for enterprises to go public.
(III) Strengthen asset management. We will carry out asset inventory and capital verification work, review the current status of various assets, and promote asset revitalization. We will build an asset management and operation platform, adopt a market-oriented operation mode, optimize the leasing management process, and achieve clear, intelligent, and convenient asset management. We will actively explore ways to increase asset value, increase assets that can be mortgaged, leased, or sold, and strive to promote asset securitization.

We will leverage the role of the Pan Human Resources Industry Alliance， provide precise services for enterprises based on the industrial chain needs， and empower the high-quality development of enterprises.
(2) Accelerate the cultivation of innovation entities. We will deeply implement the innovation capability enhancement project， achieve the active aggregation of the entire chain and all elements of scientific and technological innovation achievements， and provide impetus for the development of the leading industry. We will strengthen the position of enterprises as innovation entities， guide innovation elements to gather in enterprises. We will promote the deep integration of industry-university-research cooperation， encourage enterprises to increase R&D investment， jointly carry out technological research and breakthroughs， and support enterprises in undertaking various science and technology planning projects.
(3) Accelerate the construction of innovation carriers. We will leverage the leading and exemplary effect of innovation platforms in "collecting resources"， leading enterprises in "guiding industries"， and application scenarios in "promoting ecosystems"， integrate the advantages of incubators， innovation spaces， and industrial research institutes， focus on connecting with well-known basic service platforms of the leading industries， build a "university + research institute + service platform + enterprise" system， and create a radiation and innovation ecosystem covering Beijing-Tianjin-Hebei.
