Work Key Points of Wuqing Development Area for 2024
2024 is the year of deepening the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China, the tenth anniversary of the implementation of the major national strategy for coordinated development of the Beijing Tianjin Hebei region, and the "year of work implementation" for the Wuqing Development Area.
1. Grasp investment promotion and achieve significant improvement in industrial agglomeration effect
Deepen the implementation of the action plan to promote the coordinated development of Beijing Tianjin Hebei region, focus on the requirements of the "Work Implementation Year" for the entire region, continuously innovate investment methods, continuously improve the industrial ecology, and take serving the Beijing Tianjin Industrial New City as the starting point, striving to introduce a number of high-quality projects. Intensify the service efforts for projects that have already landed in the Beijing Tianjin Industrial New City, and make every effort to promote the capital increase and production expansion of projects such as Kanade Biotechnology, National Medicinal Materials, and China Resources Biotechnology.
（1） Deeply integrate into the coordinated development strategy of Beijing Tianjin Hebei. Tightly grasp the "bull's nose" of undertaking the relocation of non capital functions in Beijing, follow the work concept of "Beijing R&D, Tianjin Manufacturing", rely on resources such as the Beijing University of Chemical Technology Industry Research Base, introduce a number of projects with market development capabilities, and bridge the last mile from "R&D to market".
（2） Continuously improve the quality and efficiency of investment attraction. Continuously strengthening the construction of the business level of the investment promotion team, implementing a reward mechanism for investment promotion, strengthening project reserves and investment promotion, focusing on countries and regions such as Beijing, the Yangtze River Delta, the Pearl River Delta, Europe, America, and ASEAN, targeting international and domestic industry leaders, hidden champions, and industry chain related enterprises, innovating new models such as industry chain investment promotion, fund investment promotion, capital investment promotion, and "enclave" investment promotion on traditional investment promotion models such as commercial investment promotion and platform investment promotion, and consolidating the strong joint force of all employees in investment promotion.
（3） Continuously improving the industrial ecosystem. One is to accelerate the gathering of leading industries, cultivate and strengthen characteristic industries such as intelligent rail transit, synthetic biology, and traditional Chinese medicine, deepen the integration of data and reality, accelerate the process of digital industrialization and industrial digitization, vigorously stimulate new driving forces for the development of "new business districts", accelerate the upgrading of business formats, brand introduction, and digital empowerment in business districts, accelerate the development and construction of V1 Automotive World, and promote the landing and construction of key commercial projects such as the sixth phase of the town. Secondly, we will continue to improve the "1+N" policy system. Based on the strict implementation of the "Support Measures for High Quality Development of Industries in Wuqing Development Area (Trial)" and its detailed rules, we will formulate and improve support policies for segmented industries such as equipment manufacturing, biomedicine, digital economy, and modern service industry, as well as technology and investment and financing policies, to encourage enterprises to grow and strengthen. Third, deepen cooperation with universities and institutes in Beijing Tianjin Hebei, track resources such as the Institute of Precision Medicine of Tsinghua University, the School of Pharmacy of Peking University, the School of Pharmacy of Nankai University, and focus on introducing two State Key Laboratory, namely, new energy and Huadian Science and Engineering, to promote the rapid implementation of provincial and ministerial key laboratories of the Research Institute of Hydropower Infrastructure, and strive for the implementation of a number of research and development achievements in the development zone.
2. Accelerate transformation and upgrading, promote significant improvement in development quality
Based on resource endowment and the needs of high-quality development, closely integrating various ledgers and maps, strengthening overall planning, accelerating project construction, accelerating urban renewal, and efficiently utilizing idle and inefficient resources.
（1） Accelerate the promotion of project construction. Adhere to the first inquiry responsibility system and time limited completion system, provide full process services for project procedures, and offer "one-stop" services. Promote the "land acquisition and start construction" service model, comprehensively improve the efficiency of project procedures, and strive to obtain construction certificates for projects such as Emerson and Minhua Phase III before the end of the year. Give full play to the leading role of key projects, strengthen project planning and reserve construction management, improve the scheduling mechanism of large projects, strengthen supervision and inspection, reverse the construction period, block the progress, and urge early commencement and construction of preliminary procedures projects such as Tieke Technology Phase II and Veronica. We will make every effort to improve the infrastructure of the entrepreneurial headquarters base and the China Europe Industrial Park, and accelerate the construction and operation of key projects such as the "Collaborative Innovation Low Carbon Smart" Digital Intelligence Park, the Tian Da Synthetic Biology Research Institute, the "Six Centers" of TBEA, and the R&D Center of the China Academy of Railway Sciences.
（2） Accelerate the pace of urban renewal. Initiate the first phase of urban renewal project, actively coordinate and connect with relevant functional departments, strive to pass the review of the Municipal Construction Commission and the Municipal Urban Renewal Leadership Group by the end of October, and promote urban renewal in a step-by-step manner by connecting points and lines, and using lines to guide surfaces. Deepen exchanges and cooperation with Tianjin Economic Development Zone, and promote the participation of Yixian Garden in the planning and construction of the innovation and development axis of the Beijing Tianjin Industrial New City.
（3） Increase the strength of the active stock carrier. Continuously promote the implementation of the "cage for birds" and "phoenix nirvana" projects, formulate a "one enterprise, one policy" revitalization plan, strengthen communication and docking with projects, promote the reuse of idle and inefficient land and other carriers through land reclamation, limited development, cooperative development, guiding transfer and leasing, etc., revitalize inefficient land and idle factory buildings within the year, and provide carrier support for the landing of high-quality projects.
3. Strengthening capital operation and promoting significant improvement in the level of sustainable and healthy development
Continuously improve one's ability to generate blood, strictly regulate the procedures for foreign investment, and ensure efficient operation of capital. Reduce costs and increase efficiency, strive to maximize the comprehensive benefits of state-owned assets, and enhance the quality and efficiency of development in a connotative manner.
（1） Accelerate the construction of investment system. Optimize the investment brand of "Youda Capital". Fully leverage the role of investment and financing service centers. Plan to establish a financial service company and raise funds through scientific and technological innovation bonds, green bonds, and other means to accurately assist enterprises in the transformation of scientific and technological achievements.
(2) Effectively prevent and resolve debt risks. Actively implementing the requirements of the "Eight Transformations", focusing on adjusting debt structure and reducing financing costs, exploring various new bond financing models, accelerating the financing of projects such as improving the water supply network, and fully connecting with policy banks, state-owned commercial banks and other financial institutions to obtain long-term and low-cost funding support, ensuring the successful completion of annual tasks. Continuously strengthen communication and coordination with rating agencies such as Shanghai New Century, and strive to achieve an AA+rating within the year. Accelerate land transfer, promote the realization of assets such as administrative approval centers, and increase cash flow. Firmly establish the idea of practicing frugality and living a tight life, establish a sense of cost control, and vigorously reduce general expenses.
（3） Establish an asset management and operation mechanism. Innovate the asset management system and mechanism of the park, adhere to problem oriented and benefit oriented approaches, establish asset ledgers, strictly implement management systems such as industrial layout, project access, land use, and assessment and evaluation, adopt effective measures such as strict disposal and approval, strengthen project input-output, cost benefit matching, and cost-effectiveness accounting. Reasonably allocate and utilize assets, effectively improve per mu output efficiency, and ensure the preservation and appreciation of state-owned assets.
4. Stimulate innovation vitality, cultivate significant improvement in incremental level
Integrate scientific and technological innovation resources, implement science and technology support policies, strengthen the cultivation of innovation subjects and the construction of innovation carriers, encourage enterprises to increase R&D funding, accelerate technological revolutionary breakthroughs, innovative allocation of production factors, and accelerate the formation of new quality productivity.
（1） Continuously stimulate the innovation vitality of technology carriers. Starting from trustworthy incubators, explore new mechanisms for managing and operating carrier space services. Efforts will be made to enhance the capabilities of science and technology innovation services, achievement transformation, and industrialization, and to create a source of scientific and technological innovation and a demonstration city for the integration of industry and city.
（2） Accelerate the cultivation of high-quality talents. Strengthen cooperation with Chengtong Group, develop high-quality operational talents for the group, and provide comprehensive human resources services for park enterprises. Promote the operation of high-quality empowerment centers, collaborate with the Human Resources Association and the Pan Human Resources Industry Alliance, and make every effort to create a gathering place for industrial talents in Wuqing District. On the basis of cooperation and exchange with Tsinghua University, Beijing Jiaotong University, Tianjin University, and Nankai University, we will establish and improve a "high-frequency handshake" channel with universities and institutes, and continue to promote the implementation of talent recruitment and intelligence work.
（3） Deepen all-round integrated linkage. Build a full process service system of "technology transfer+achievement incubation+commercial operation", accelerate the completion of key links such as concept verification, small-scale and pilot testing, and inspection and testing, vigorously introduce productive service projects such as research and development design, technology transfer, technology consulting, and technology finance, and promote the integration and deep coupling of technology supply and industrial demand.
5. Carry out precise services to significantly improve the business environment
Deeply practicing the concept of "serving others is developing oneself", continuously polishing the "golden signboard" of high-quality services, strengthening services and creating brands through modern methods, optimizing the business environment with higher standards, and accelerating the shaping of new development advantages.
（1） Optimize the enterprise service mechanism. We will continue to adhere to the system of joint visits by the leadership team, deepen the "Double Ten Thousand Double Services for Development" and "Entrepreneur Week" service mechanisms that benefit enterprises, effectively integrate the resources and institutions of alumni associations, Danish chambers of commerce, Swiss innovation centers, etc., conduct regular visits to enterprises to inquire about their needs, match and connect, comprehensively and systematically grasp the business situation of enterprises, and make every effort and intelligence to help enterprises overcome difficulties and investment intentions. We will make every effort to promote the capital increase, production expansion, research and development of new products, and technological transformation of existing enterprises, and continuously enhance their confidence in development.
（2） Innovative and precise service methods. Give full play to the role of "one chamber of commerce, four centers", and build a comprehensive service network covering industry consulting, talent support, technology services, entrepreneurship guidance, financial services, policy applications, and other elements. Build a development zone "industrial brain" that covers multi-dimensional intelligent applications such as enterprise portraits, industrial maps, and industrial clusters. 6. Coordinated ecological development has significantly improved the comprehensive management level of the park
Adhere to the priority of ecological and environmental protection, green and low-carbon development, and support high-quality development with high-quality ecological environment. Adhere to systematic thinking and bottom line thinking, make every effort to ensure safety and stability, and guarantee high-quality development with a high-level safety environment.
（1） Continuously strengthen ecological environment protection. Deepen the construction and restoration of ecosystems, promote the "river chief system" and "lake chief system", strictly implement the responsibility of river and lake management and protection, strengthen air, water and soil governance, effectively promote the continuous improvement of the ecological environment in the park, and achieve long-term stability and cleanliness. Deeply implement the "dual carbon" policy, implement "dual control" of total energy consumption and intensity, make every effort to build a green and low-carbon industrial system, and implement intelligent, green, and low-carbon transformation and upgrading. Promote the green transformation of key industries and fields, vigorously develop green and environmentally friendly industries, scientifically and reasonably develop wind and photovoltaic resources, and coordinate the layout of new energy storage projects.

Regularly carry out multiple special rectification activities such as confined space operations, fire prevention, gas safety, explosive dust, hazardous chemical safety, and major accident hazard investigation and management, resolutely achieve immediate investigation and rectification, and resolutely prevent and curb the occurrence of major accidents. Timely reception of visiting masses, timely handling of feedback from various platforms, adhering to and developing the "Fengqiao Experience" in the new era, strengthening and improving petition work, deepening the implementation of conflict mediation mechanisms, and promoting the "dual resolution of matters and minds" at the source.
7. Strengthening political guidance and promoting significant improvement in the level of party building work
Adhere to the goal of "strong party building and strong development", take political integrity, strong ability, and strong work style as the standard, and effectively improve the level of grassroots construction work in the development zone to a new level.
（1） Continuously strengthen ideological and political construction. Fully leverage the role of "supervising and ensuring implementation, promoting sound development", and effectively embed disciplinary inspection and supervision into the entire process of power operation in the park. Continuously carry out political and daily supervision, solidly promote the construction of a clean culture, continuously deepen the rectification of the "four undesirable practices", and educate and guide party members and cadres to respect, be wary, and abide by the bottom line. Continuously strengthen the construction of the personnel team, fully leverage the role of mandatory assessments and incentives, and strive to build a hardcore team with a strong work style, strong skills, combat capability, and courage to take on responsibilities.
（3） Efforts should be made to carry out various grassroots construction work. Continuously strengthening grassroots party building work, starting from various aspects such as leading industry party building and party building in subdivided types of enterprises such as private enterprises and foreign-funded enterprises, strengthening party building in leading enterprises such as listed companies, strengthening party building in industries such as rail transit, strengthening party building in characteristic business districts, and exploring new types and models of party building in new formats and buildings. Continuously strengthen the "strict" standards, refine the "practical" measures, and demonstrate a "high" position, continuously improve the implementation and effectiveness of various work such as national security, internal audit and control, united front, and "working youth and women".
